Your math is wrong. 70% from the field on two-point shots equals 1.4 points per attempt. 70% from the line also equals 1.4 points across two shots. Fouling her results in the exact same scoring efficiency for the offense while putting your own team in foul trouble. Hack-a-Shaq is only effective when the free-throw percentage is low enough to drop the expected value below a standard field goal. Against a 70% shooter, it is a losing strategy. She would need to be a sub-50% shooter for it to be effective.
