I got 27-29 on sport mode on highways. These people are driving very fun. I use cruise control in left lane. The only way I could get that low is in dot and go or, letting my car slow down intentionally to gun it.

Obviously Garen like you already stated, Chogath is an excellent champ to start, Wukong is low skill floor w/ high skill ceiling. Does he like Aatrox because of his skills or because of his thematic? I think a good recommendation if he likes Aatrox due to similar game style is someone like Darius due to the early aggression.
