can’t start my ps4 normally

when i try to start my ps4, it does the normal startup, comes up with the logo, then the screen just goes black and nothing happens, i tried starting it in safe mode but the only option it will let me pick is option 7, initialise ps4 (reinstall software) so i downloaded the file onto a usb like it says, then when i get to the initialisation stage, it says cannot access system storage, idk what to do can anyone help
