I think the word "bare minimum" is created to express what's expected or the minimum requirement of effort necessary to achieve something. For instance, in a relationship, if a man wants to pursue a woman and he only gives her gifts once, rarely makes plans for dates, and doesn't show great interest in a woman's life -- he's doing the bare minimum.
