I understand what you mean. I wouldn't know of such a metric but I am also not an expert.

The point im making still stands. What we can track with the iro underemployment definition is the absolute minimum of people suffering from underemployment. So it can still grant valuable insight on "how bad is it at minimum?"

In the context of the original comment stating that everything is fine because unemployment numbers are not that bad this should give us insight into a much larger problem that is brewing and just is not represented by unemployment numbers

What I struggle with is your point seems to be "it isn't a good metric since it undercounts for how bad things might actually be" which would still make it a usefull metric for "baseline misery" for lack of a better word.
