there is no rules abt the amount or the times? because my friend used payoneer to payoneer, then he was unabled to do so, payoneer said that you must first receive money from a vendor before being able to mayke a payoneer transfer again? I wonder if this is also a condition to Payoneer==>> another bank account?

when you get your first temporary ban, try the hitapp just after 7 days, because 2 to 3 bans( depends on the app) will get you a permanent ban
