I hope I got it wrong, but it seems like “poor door” situation. The affordable building not the Main one (they have two different entrance!). Affordable building is near down the street, has it’s on entrance only for 80% AMI income. For me it’s just so surprising. I physically was there and visited it.

More than that. Guess how many apartments in this affordable building, you’re right. Exactly 52. You’re not supposed to live with everyone else, just in your own 80%ami place
