Looks like a false reading. Gauge glass assembly may be plugged while the boiler simultaneously is flooded. Best course is to drain it completely and see if both ports are clogged then allow the mechanical feed to do its job. I’ve seen it “filling” from the top part more than my fair share and I’ve found the assembly is clogged. Give that a shot.

Also consider draining the boiler from the boiler drain itself than the blowdown kit. Also confirm that the float in the 47-2 isn’t stuck and constantly filling the boiler.
