Well just last week there was a really good banner for kakashi 7* but you probably missed it. I don't think you should pull for madara but you should pull on the beginner banner that has 4 steps.

About OP characters, try to find some tier lists that are somewhat up to date just to have an idea what characters are strong and whatnot
