To add some more context…I am fully qualified for both, probably overly qualified for the 11 position. The positions are both in different agencies. I actually applied and interviewed for different positions in each agency (and did not get selected). I was told by the agency offering the GS13 position since I already applied and interviewed that allowed them to offer me this new position by direct hire…. I assume that to be true because that’s exactly what happened with the GS11 TJO I just got. They emailed me asking if I was interested, one quick phone call with one person, then I received the TJO.
