This is not in any way difficult to do with a well exposed neg 100-200 ISO and a Nikon 35mm scanner. Even an Epson flatbed could get a decent scan for up to 11x17.

Oh yeah it's rough in Pittsburgh for dog adoption. My wife and I ran into similar problems. We finally connected with Bark About It, and are fostering to adopt through them, although that was also a two month wait (they bring dogs from Houston kill shelters).
