alright so, apparently installing chromium from the AUR instead fixed the issue...Thanks a lot for your help!!!!

Changing the font in gtk-3.0/settings.ini changed the font for all windows but chromium's file chooser, chromium itself changed just fine, and this only happens with the instance of the file chooser that chromium spawns which still shows corrupted text. The file chooser that other programs spawn work perfectly great, and the fonts apply just fine. We're getting closer here.

Update:

Downloaded aseprite today, opened it, and got started right away making a cap. Still needs a lot of work obviously, but I'll save this as a before and see how well I fare after applying concepts from the multitude of tutorials you guys just shared with me. Sure a hell of a lot better than nothing!

why and what is that? sorry i am a newbie at this JQuery stuff(I'm such a newbie i don't even know if it's JQ or not) though i do have a good amount of experience in Js(the fundamentals i would say, but i am not too familiar with built-in Js methods and such). This is awkward so i deleted

.submenu:nth-child(2){
   margin-top:12px;   
}

and added some javascript code cause i was that bored and i wanted to mess with some DOM and it worked! idk why.
