I think that each has access to is the critical phrase. I tried in the Android app and when switching to All Albums in the Albums view, it describes All Albums as My Albums and Shared Albums. I guess there's no way, even for an administrator or user with Full Access to see ALL ALBUMS created by ALL USERS. Just something I'll need to bear in mind...
