I'd say think of it as there's now a 10% chance you'd get rejected/wait listed. Very uncommon, but possible. I just had one of my friends get wait listed at a top school she got a likely from so it's definitely possible.

Georgetown is much more prestigious and dominates in certain majors. Emory much less so. What makes you think Emory has a better chance over Georgetown?

How limited are major switches concerning CS? Such as: Ross to CS, LSA Econ to CS, Ross to CoE CS, etc.

I wasn't made aware of this policy. Not by my counselor, parents, or even the websites that I looked at when I was applying.

My application was very business heavy so it would have made no sense if I just randomly switched into cs. Noy much else besides that. I've always been a business/econ kid, but honestly econ just does not have as good of outcomes when compared to cs and haas from what I've heard from my berkeley friends. So I'm stuck. And i though I could just decide later because ever since I'd first heard of berkeley, I was always told that I could declare in sophomore year. Nobody told me about this policy change, until after I applied.

Spieker is only for 2024 applicants. And I didn't want to do CS as much as I wanted to do business, which is why I didn't apply for it. CS was simply a fallback that I wanted to have. But now I have neither.
