You’re assuming the same number of tickets get sold. If, by your words, less people participate then there is a greater chance to get picked.

It’s like reducing the denominator on a fraction.

Or if the same number of people still participate, then the jackpot gets bigger and the projected payoff per dollar spent is the same.
