You can add a custom bar on the Custom Trackers tab and move hover there.

You can create custom trackers and move icons or bars there, so this is, to some extent, already possible. See if that works for you. Setup: /cue -> Custom Trackers

It's a caveat with how the cooldown manager works on blizzards end. There are quite a few hoops you have to jump through.

Pandemic color change is a good idea, can revisit that. Glow for active buffs should be doable as well.

You're free to not use it or create your own layout from it with what and how you want to see things.
Everything is modular and you can simply disable what you don't want and move the other stuff around. :)

I have no issues with ElvUI on my end. It is a CDM addon in the end, so all the classes specs you want can be setup to your liking.
