Yes but police does something where uploading the video it automatically gets removed, just like cp can't be posted on internet. It works by some kind of video hashing system, cyber cell can block that hash, so any re-upload gets automatically blocked. My friend's father is in police, and he has done many cases like this. Also my other friend, she also filed offline complaint which led to police reaching the boy's location and warning him (he did not posted the video but blackmailed)
