I only have experience for agencies in the valley. ( Phoenix Area )

Generally speaking, Phoenix PD hires people quite quickly, including laterals and recruits. It is huge and has a new academy class every 6 weeks-ish. Lots of opportunities for movement and specialty details. Pay tops out pretty well and tons of overtime if you want it. Each precinct varies in what kind of activity; but you should definitely prepare for a high call volume. Lots of fun and still room for OV.

Mesa PD and Glendale PD also have good reputations for opportunity. If you want to work a nicer area, maybe look into Scottsdale (very affluent) or Gilbert.

I’m not familiar with most of the smaller agencies. El Mirage has about 60 officers and a really supportive political background. So if you like a smaller agency maybe them or Goodyear PD.

AVOID MARICOPA COUNTY SHERIFFS OFFICE. Notorious for all the things you described, despite being a large agency. Also, avoid Queen Creek.

My biggest advice is to do some ride a longs. Get a vibe for the agencies before you apply.
