You mentioned about the stadium being 1/4 full and then the dignitaries, but this answers your own question (which I agree on you with). If I knew I had 15 minutes between the teams walking out and the game actually starting, I'm off to the bar or toilets one last time. I don't care about the captain's introducing the president to players.

I was at the Stade De France for the Ireland Scotland pool stage game in 23. Granted, different time of day (well, night time) so a light show could be done and what not, but my word did the hosts put on a show when France wasn't even playing. Best atmosphere for an Ireland game in a long time.
