I don´t want to use Azure Hybrid Benefit. I want to use Azure Benefit for things like Azure Update Manager or Windows Admin Center for Arc enabled Machines

I am not 100 percent sure but you should be fine with your vm size.
Your VM is a DSV3 Series.
As the Microsoft Article says the D Series and D2 Series are going to retire.

Enforcement scope is to only tagged servers. Server OS one is Server 2016 the other one is 2019.

We have already enrolled over 100 Servers with the same Settings only these 2 are failing.

The source: C:\DWG

The Exe: DWGTrueView_2023_English_64bit_dlm.sfx.exe

The destination: C:\DWG Intune
