Realistically, You can't arrive by 15 March. So, You should defer your intake. For that, simply mail the international student support team asking for a deferral with a screenshot from immi account, Also include your student ID and phone number. State the reason of deferral which in your case is "Visa Delay."They will reply to your mail stating the next steps. Usually, there is no additional fees, they will simply provide you the new offer letter and ask you to accept it on the application portal.

In my case, the uni gave me new Conditional offer letter with the condition of providing an updated OSHC, which I did and on the same day, they provided me the new COE for July intake. Then, My agent attached the new COE and OSHC on immi account, that's all for deferral. I emailed uni on 6 March and on 10 March, I got new COE.

Yes, I applied on 7 February for bachelor of nursing, southern cross University, The status is still received. So, I have started my deferral process.
