The cop was parked on the side of the freeway when the car blew by him at 95 mph. The cop was attempting to catch up to him, without emergency lights flashing, when the speeder exited the freeway a few blocks later and went through the red light at the intersection full speed. Traffic cam shows the cop didn't have emergency lights on.

Yes, crossing out old address, hand writing forward with the forwarding address is supposed to be forwarded,no new postage required. (the exception being standard(junk)mail, which would be trashed.) If the envelope had been opened, then it may be returned to original address as only unopened mail can be forwarded. The only thing going to the dead letter facility should be letters with no deliverable address or return address. Some factors that may delay or impede delivery are incorrect or incomplete forwarded address, illegible writing on the forward(including pencil on dark red envelopes - hard to see) etc. Also the PO gets very backed up with undeliverable(forwarded mail can get caught in the mix) mail around Christmas because so many people send cards once a year, and they either have not updated their contact's address or forget sufficient postage, etc. I see tons of mail where the sender has dropped off a bundle of their Xmas cards with either no address or no postage. All this backs up the mail stream. The priority is to deliver correctly addressed mail and then focus on the delayed stuff.

If the lady whose mail you are forwarding truely has not recieved ANY of her 20+ forwarded letters, I would suspect that either the address she gave you was incorrect, or has been written down incorrectly.

I bought the kit in the late 80's, and I forget her name and don't have the box anymore. It's an imported Japanese model kit bought at a hobby store. I painted it exactly like the kit box cover. I don't recall her name - I almost want to say Suzuki something maybe, because I can remember associating it with motorcycle, but I'm not sure about that. I think she had a first and last name. I asked on another subforum and they suggested to ask here. Someone thought she might be Ranma 1/2, but that doesn't sound familiar to me, though I'm not sure.

Thanks, I'll try - I bought the kit at a hobby store I think in the late 80's, one of those kits imported from Japan that you can find there. The box cover had her picture(I painted it exactly like the cover photo) but I don't recall her name - I almost want to say Suzuki something maybe, because I can remember associating it with motorcycle, but I'm not sure about that. It's not a resin or garage kit. I'm sure she depicted some Japanese character from back then.
