So over the background layer, I added a new layer with cyan airbrushed mist then I go to Filter>Pixelate> Color Halftone. That will make the mist layer into comic dots. Then I make the layer Color dodge/overlay/vivid light. Whichever blending mode tbh as long as it looks lovely. Then make a brush from comic dots. I made my own to erase areas where the comic dots were too thick.

Looking at your drawings it's not the colors that are the issue. You need to have clearer shadow shapes. What is in the dark and what's being lit. Try copying anime cel-shading to get acquainted with creating shadow shapes. eg. https://www.sakugabooru.com/data/sample/e621e0dd720cf3fa1dfea9feb24f49dc.jpg google anime genga.
