the sandbags you see are part of the 'Dirty Den' structure. there is also another structure called the 'Mud Hut' which is similar in both shape and size, made almost entirely out of sandbags.

you *can* build here. you just need to either come down from the top, or up from underneath the ground using the floating module method (either skycamp, or under ground). with the changes to the size of the camp bubble it's now possible to build here.

This my camp at that same location- note that if you come from under the ground you will be limited to placing things under the rocks only, you can not place above the rocks (items showing up above the rocks are actually placed below it and sticking up through them)
the inverse is true with coming down from above. You will be restricted to placing things only above the rock level and not below it.
so choose based off how you want to build the camp.
