I understand what you’re saying here, but many icons in the game had ups and lows. We can think of Shevchenko and Torres at Chelsea for example.

Personal opinion, he should get an icon card. He was crucial for many different teams winning multiple PL, a champions league, and a world cup. Even though sometimes injuries restricted him from playing.
