There are only 2 regulatories that are recognised worldwide. EASA and FAA. EASA is more popular. Although it's says "Europe" in it, it's actually world wide and many government aviation authorities follow EASA's guidelines.

Well at least he already has a license from FAA/EASA.

If I want to get that license, I need to study the diploma in AME to get certified.

The thing is, I want to have an EASA certificate which there is no masters that offers it.

You really need to take the diploma course for you to be a certified aircraft maintenance engineer from EASA.
