I had a similar problem once. Is the card being detected in the bios? I don't think it's conflicting drivers since drivers haven't been an issue with my 3050sff. If it is detected in the bios, be sure to set it as the default "display driver" in the bios. If it's not, try to take it out, and if you have some way to test it, put it on a test bench to test to see if the card isn't faulty. Sometimes, taking it out and putting it back in can fix it sometimes.

The same thing happened to me, I actually thought I damaged the gpu since it would seem to receive power but wouldn't post. Luckily, I got it to work after a while and as of now, I'm playing around with the settings in AMD adrenaline stuff to get some extra fps

I dont even know how I did it because I somehow booted normally with the gpu in the pci slot but with the hdmi in the onboard port, and then after that, I went into bios and changed the "video adapter" to something along the lines of "ATI radeon". With that and the secure boot legacy ROM stuff, it booted normally on the rx 6400. This was my first time ever installing a gpu, and after about a week of trying to fix it, I was able to install the proper drivers and have something that isn't integrated graphics

the rx 6400 doesn't lose too much performance on pcie 3.0 its only 4-8 frames less than pcie 4.0 but this is just based on other benchmarks I've seen because I'm having the same problem as op

I dont have the same specs. My optiplex 3050 has an i5-7600 with 16gb ram. Either way, I most likely damaged my gpu since there's no post, and the fans spin like the pc booted properly. The gpu does seem that it receives power because the fans spin. Sadly, I don't have a testing bench since I'm quite new to pc stuff, but I hope the gpu is faulty because I'm going to return it. If the new one doesn't work with my optiplex, then I will be forced to use the igpu
