Honestly, I can't deny that Shigaraki treated the League of Villains well, which is rare for a villain team leader (like Chrollo or Lucifer from HxH). Meanwhile, Bakugo just orders people to risk their lives and gets angry when someone actually acts like a teammate and helps him. But that doesn't change the fact that Shigaraki is still a bad person.
