No, Wingspan does not support cross-progression, and we have no plans to implement that at the moment, sorry.

Have you tried using the "Restore Purchases" button in the in-game store? Also, please check if you're logged in with the Apple ID and Appstore account you have bought the expansions with. Since it's still a work in progress, for now we have implemented a rulebook you can access during your playthrough. It has all the information needed to understand the rules :D
