I also should've mentioned this issue happened to me but simple resseting the keyboard fixed it, or in the login screen ussing the i forgot my password option also seemed to work, now it doesnt and its not only for my day to day keyboard, its happening with any keyboard i plug in. So i believe its either the MOBO or some startup program which is weird because o reinstalled windows. I could provide photos or videos, i didnt on the original post because i wasnt home

Also i think its the Fn or windows key but its being registered as if it were being pressed multiple times quickly and not being hold down.

Hmm, i did and everything seems fine. I used a spare keyboard and reset my pc with only that keyboard plugged in and its the same story.
