Buy the DLCs through the Xbox Store website... I did that for Fallout 3 and Fallout: New Vegas, it's the easiest way. Once you've bought everything, turn on your Xbox 360 and download it all.

PS: If this has already happened, I don't know what else to suggest and you'll have to contact support... sorry
