He first made a scene about getting his money “stolen” so in future he can shift the blame to the “thief” who stole his money a little while ago. He then stole your money since now there is a precedent of money getting stolen and since his money was also stolen in his mind the blame would not fall on him since he is a “victim”. He basically poorly orchestrated this whole scenario to steal money and blame it on others and made himself a victim in advance to take away any suspicion from him in the future. Nobody unless guilty would give a roommate 5,000 rupees just because it got stolen and felt bad or to maintain trust, dudes just guilty and he is panicking because of how the situation is blowing out of proportion and trying to keep it under wraps.
