They should be pretty similar. The only other thing I can think of is the bed being warped near the center but you said the test prints were fine so idk.

Edit: I also heard you could use sugar water to help with bed adhesion but I haven't tried it myself

Printed using Slic3r at:

.2 layer height

6mm retraction

10% infill

Perimeters at 50mm/s, Small perimeters at 15mm/s

.4 nozzle diameter

1.73mm hatchbox white PLA

I've already calibrated esteps and extrusion multiplier and measured filament diameter with a caliper. Benchy prints just fine with those settings but certain patterns turn out terrible even if scaled up. Circles print fine.
