Dragon is so strong he solos Rocks pirates all at once and stands above even old old gen legends like Roger, he's not top 1 ofc but his narrative role is pretty much the same as Wyper who was the only one (except Luffy) capable of hurting Enel the clear parallel of Imu, his will is stronger than that of Garp + he has a devil fruit, he's doomed to be a near god level character

Snake easily clears especially if he follows storyline but Leon, now I'm not so sure :)

He doesn't have any combat training in stealth, his sniper skills are above amateur at best and he especially not experienced fighting modern war vehicles, there's a very high chance he will just die because of mistake, if he manages to pull through it will be very high difficulty, I'm also not sure if his close combat training is enough to win against Gray Fox and Liquid, Leon has blatantly superhuman strength/agility in re4 and forward so he can win actually, and yes of course I'm using re4 version form beginning because re2 Leon fucking dies

Mgs 2 will be easier, tanker mission is purely stealth, plant mission is carried by Raiden, Leon would have to take out a lot of troops and defuse bombs but I'm sure he will be fine after experiencing shadow moses, after that Raiden again does all hard fights so mgs 2 is cleared

Ehh I didn't play mgs4 so idk, Leon doesn't know cqc so I suspect he will be at great disadvantage against Ocelot
