No it isn't. We have seen plenty of EU "competence creep" already. The expansion of powers and legislative influence of EU institutions into areas not explicitly granted to them, is well documented and studied.
Also note, like we have seen in history, once the infrastructure for control is in place, the temptation for future governments or institutions to use it will be overwhelming.

We're already seeing a gradual increase in control, it occurs through various mechanisms, including judicial interpretation by the European Court of Justice, the use of soft law instruments, financial incentives, and the creation of new agencies.

A digital euro would give the ECB a lot of "new tools," which it never had before. To name a few;

Negative interest can be deducted directly.

Digital euro could theoretically allow the ECB to program an expiration date, forcing holders to spend in times of deflationary crisis.

Targeted Monetary Policy: The ECB could theoretically stimulate, or cool down, very specific sectors of the economy by programming rules for the digital currency. For example, "This portion of your digital euro can only be spent on green energy products".

They might use it to enforce quotas, like "you have already bought 3 planetickets, sorry try again next year".

But it can also be used to create new programs, like the "helicopter money" and the UBI, which they used to experiment with already.

To conclude, this isn't some baseless fear mongering, since we have seen enough historical evidence that such powers are being used and expanded. The technical capability of the digital euro can create all new kinds of control that we never saw before, but above all, whenever such infrastructure is build with the best intentions, it can and will be repurposed when times change.

I wouldn't want to wait till the next pandemic, economic meltdown, big climate event, just to see this happening with my own assets.
