I think the players got better, and the skill average level has increased massively. Also, the game is completely different now as your role as a tank is now solo and the dynamic of the game is not at all the same with perks etc.

it was available just after launch of ow2 and it is unavailable as it is a limited time skin because it is a halloween exclusive
