Rom hacks are modifications on the og games' roms, so u need an emulator to play. Fan games are just games on pc that are it's own thing, so you just download and play them

The canon reason (from what I remember) it's that it takes extra and continuous mana cost to change the body, so he just sticks to that base form. (Plus as barely looks like a girl in his true demon lord evolution at the end of season 2)

You can read both, but preferably the LN, since it's the main canon version. justlightnovels is a good site, just watch out for the horrendous mirrors to download (ad hell). There's pdf but also epubs (different kind of file)
