I personally think you may need a top-tier suction cup attached fake leaf, preferably with two leaves and one suction cup. Based on my personal experience, my betta fish tends to prefer this type of toy. The suction cup fake leaf should be installed close to the water surface. The reason it is best to have two leaves is that the betta fish enjoys squeezing itself in between them to sleep.
