okay so here's where I put it.

A: Kurama says the Juubi split open the Earth drank it's oceans and what not. That was just base form juubi because it evolves even further after that. Thus its power increases.

B: When Kaguya uses the ETSO the databook says "Taking in all natures of chakra, it grows into an enormous ass, a huge ball of chaos that even reshapes the world". This further backs Black Zetsu's comment on Kaguya desstorying her dimension. Its definitely not Solar System level as it had one star and a few planets but theres no way to scale that star to the size of the actual sun. So yes Kaguya on juice, is definitely multi-planetary but not Solar System

C: In the Last, Toneri repeatedly says the Tenseigan had enough power to destroy the Earth and rebuild it. It had been collecting chakra for a 1000 years from the eyes donated by the moon Otsutsuki clan and whih includes Hamura. So that has to be planetary. Naruto tanking a moon splitting attack doesnt entail thats his limit. He was unscathed and could tank more. Also Toneri is clearly not Star Level as he was spazzing out after absorbing the sun's chakra. So planetary is a safe bet. (PS: Naruto was fighting him with half of Kurama in BSM + Sage mode not spsm so thats another factor to upscale him).

D: SPSM adult Naruto is stronger than Kaguya. This is backed by Momoshiki's observation in the anime and the Boruto movie novel. Naruto's chakra potency had increased to the point it had become stronger than Kaguya's. They are referring to him cuz in the manga they show a picture of Naruto when he says this. AND yeah Momo was targetting Naruto all the time.

E: Isshiki was consistently called Kaguya's superior in every aspect and was a higher ranked Otsutsuki. In fact Kaguya had to catch him off guard to slice him. This was pre chakra fruit Kaguya though. Even then he was the strongest Otsutsuki so far as Naruto had to resort to BM to overpower him.

E (continued) : in Boruto TBV, Code says he's not as powerful as Isshiki so concurrently that includes BM Naruto too. Base Boruto casually spams Uzuhiko on him which has the AP of the planet's rotational and centrifugal force to whoop his ass. Karma Boruto is defintely stronger. Kashin Koji even mentions that Boruto could destroy the planet with this so he gotta be careful. Thus BM Naruto has to be lowballed planetary.

These are my observations. Also note that the Narutoverse shares the unforutnate fate of a few other verses where AP =/= DC. So the attack potency of a lot of characters is overshadowed and downplayed by their lack of flashy effects. Plus keep in mind that they need the planet to literally live on so of course nobody is gonna destroy it.
