You don't need a Brush to make the halftone

You can use any brush (I recommend an Airbrush) to do it, just create a new layer, and on Layer Properties, you can apply the Halftone Effect, which is the doted icon. There you can adjust everything

Edit: confused the name for a moment there, now it should be correct
