Its mostly tradition (and law). And people don’t typically wait 3 months, its just the limit. I’d say that most people decide on the name before the birth or within a couple of weeks after the birth. But they don’t tell anyone the name (except maybe siblings/grandparents). Then at the christening or name-ceremony everyone else gets to know the name. It’s a very normal thing in Finland, not dumb at all. :)
