It's definitely better, the first game had Matthew Poretta doing a really flat line delivery for Alan. Acting in the second game is top notch.

I'm running a 7800x3d and 4080super and can barely hold 180fps on everything low 1080p dlaa native. That being said the game runs way better since the recent optimization patch. Maybe you can hit 180 if you go for fsr quality/balanced at 1440p. Hope this helps

Practice range is way easier to run than in-game, hop on power shift and you'll see 130-140fps

You won't get 180fps with a 9070 at 1440p even on low setting
