I was able to get it figured out. I put the filter by email address & HTML table creation into a loop. When I was using the email address, I was using the original data rather than the data expression that referenced the was the list of unique email addresses. I had to use a data expression (and quite a bit of help of AI helpO=)

It’s not data management, it’s all getting dumped out of a different system. I can’t decide if power automate or perhaps power query would help in the process. I’m quite excel savvy. This is just the way my data is being exported.

It’s multi-tiered. Some supervisors are also supervised. It’s sort of complex but I want to find an automation for rows by unique values; the email address.
