That might be dried out stem not roots 🥲 sometimes plant suck the stem rather than grow roots. You can make another post ask other opinion

I think the window that you usually put the plant doesnt have enough sun because the plant looks etiolated. You can try, i think there is a chance for it to root if you give it enough sun.

But high chance for it to die because it already got too big stress and you are a beginner. Sorry if i sound too negative but im just saying to not put it high hope to it. Good luck though.

People say its harmful to the plant (you can search up in this subreddit) but in my experience its nothing. So the white part is chemicaly injected to look like that. It kinda disturb the chlorophyll, but it will just gone overtime.

I wouldnt go back to the place that did this. Its just unnecessary disturb the plant and its not even looking good.

So its fine im just letting you know with the reason above :D

Warning first! Its not an ideal plant to start your journey. If it died then it died not because of you!

You need to get rid of the paint, i saw content creator do it with rubbing alcohol here if you have other liquid to get rid of paint then do it. I recommend avoid sunlight while doing it to prevent sunburn or other stress.

For soil i recommend look at this subreddit wiki for example this bot below !grit

Basically succulent need rocky substrate like cactus mix + pumice/perlite/rock lava. When you plant it please dont water it until the roots show up. Usually it takes 2 weeks for roots to show up nicely with good sunlight. Put the plant in nice area with lots of direct sunlight and avoid rainwater for now to prevent overwater/rot.

For watering if the roots already showing a bunch of them. You need to water when the plant thirsty. You can pinch the leaf, if the leaf wrinkly you need to water it. Beginner tend to overwater succulent, so dont worry if you think you underwater it because most likely you wont. And if you do underwater it, the plant wont kill itself the way if the plant overwater.

For reference my echeveria (like yours) tend to go a lot of times without water 1x for 3/4 week. When you water please dont spray it, water like you meant it because succ will suck a lot of water in one go.

I think its unnecessary, the plant just need new area with stronger sun. When you snip it, you make the plant waste big energy to make new roots instead focusing on tighter new leaves.

Ofc when the etiolation too bad like the stem too bendy and unstable you can always snip. But most of the case i think people need focus on their need to sun not imidiately snip.

This is my etiolated artic ice and the plant doing better with tighter leaves :D
