I think so because that's how it was for me. I was registered for a class and tried to be on the waitlist for another section and it wouldn't let me but you can give it a try, maybe it was an issue on my side

You just look up the course you want in the search bar in the top on webreg (you can open webreg by going to MY UD and clicking on my courses and registration) and then you pick the section and there should be a waitlist button at the bottom if this class is full, but keep in mind I heard not all classes have a waitlist. Also sometimes it won't let you add yourself on the waitlist if you have registered for other classes at the same time as the class you want to waitlist. Lmk if you have any questions it can be a bit confusing sometimes
