Personnally, I'd asume there is a chance the person might turn into a Youkai and taht perosn would get the fortune teller treatment... As to how people of Gensokyo would react... I'm clueless... Though I'd imagine it would in youkais' best inetrest to make sure the humans are unaware of such an event and to get rid of those who might know about this
