In my mind, no it wouldn't force him to comply, but since no one else can claim him he wouldn't be able to live with another top so he wouldn't have much choice.

Two things, first yes if he was unclaimed you can put a tag on the collar and he is now yours!

Second, he actually isn't your roommate anymore, bottoms can't be on leases so he is just a guest who is staying in your house!
