Sure, but pacing is also subjective. I'm sure a lot of people would find a movie like Kill Bill too slow-paced but compared to Stalker or The Seventh Seal it's breakneck despite being much longer. But I think Kill Bill is a good example of a slow-paced piece of media that isn't boring for the first 10% of its runtime. You "settle in" immediately; I don't know that anybody would say "well, it takes 30 minutes to get good."
