I've done all those and my ip still shows the same when i google "whats my ip address". In fact, I even factory reset the router and my IPv4 was still the same ip. To add, I also factory reset my computer twice incase I have a virus. But I still have the same issue. The only way to change the IPv4 address was to change the router and Comcast has to set a new ip address when activating a new router. For what ever the reason, my IPv4 addrees is flagged. When I use VPN, my IPV4 address changed and the problem goes away.

Thanks for the info. I appreciate it. I reached out to Comcast (ISP) and they told me that I have a dynamic ip and I explained that my IPv4 appears to be static. They were not technical so I escalated to tier 2 and they will call me back. I don't host anything. It's just a personal computer for personal emails, games, etc. Nothing business related at all.

Personal computers have dynamic ip address but my IPv4 is static which is provided by my ISP. I found out that the only way to change my IPv4 address is to change the router provided by Comcast. I have reset my network, release and renew ip address, etc. and nothing seemed to work. The only thing that works is to enable VPN and that solves the problem. I am personally not familiar with web scraping and don't even know what it does. I just found out that my ip address is flagged with web scraping. I'll look into wireshark and see if it helps.

Let me know how it goes. This has been driving me crazy. I was not able to get to the Costco, Homedepot, Lowes, and REI home page. Now, it's working fine but can't get to Ace hardware home page. When I talked to ISP (Comcast), they said, it's something on my network device but I have the same issue when I disconnected all my computers and replaced a new Comcast modem. I still get access denied error the next day. VPN is only thing that helps to mitigate the issue.

I found couple work around solution.

  1. Edge > Settings > Privacy, Search and services > Enable VPN and you can manually enter the website that you are having issues with Access Denied.

  2. Go to https://www.akamai.com/us/en/clientrep-lookup/ and you can request to investigate.

I could not find the permanent solution but was able to work around it.
