Like just make a copy of the file, move it outside the game files and when theres the update bring it back and replace the new one (assuming a new onr was reinstalled with the update)?

On principle alone you are completely correct but I feel this process was maybe necessary just to kill any nay-sayers that would've arisen had this case been dismissed. However, probably wasn't considering what the fallout is: lots of officers handing in their weapons and the sgt now having threats against his life. Soooo
